[-] only create time partitions if needed (#1127)

* Don't create additional partitions if `current upper bound > metric_timestamp`

* pass`pb.EndTime` to the partition creation routine not start time

If `pb.EndTime.After(partInfo.EndTime)`.

* Add integration test for partiton precreation

* Move partition cache vars to `PostgresWriter`
