Remove dead code and add tests for public API

- Remove Reader.GetL0Tables (unused internal method)
- Add TestStoreAllValueTypes for Float64, Bool, Bytes types
- Add TestOptionsPresets for LowMemoryOptions, HighPerformanceOptions
- Add TestMemtableIteratorValueAndValid for iterator methods
- Reorder BlockBuilder methods (no functional change)
