RestructuredText Linting (#2306)

### What kind of change does this PR introduce?

* Adds the `rst-check` linter to the `pre-commit` config.
* Replaces `formattex-pre-commit` with `bibtex-tidy`

### Does this PR introduce a breaking change?

Somewhat. BibTeX entries have been reformatted and modified to remove
any characters that might be badly rendered on systems that don't
support UTF-8.

`formattex-pre-commit` has not released a new version in several years
(and I was having issues with it in some Python interpreter
environments).

Our RST files are currently over-indented (4 spaces, instead of 3), but
this isn't causing any issues with any existing RST linting tools. We
could technically adjust this manually, but I can't find any tools that
enforce this.
