* Fix relx commands to generate releases OotB

* Fix strict mode for zone loading

Under a certain race condition, if a bad zone would attempt loading
only _after_ a good zone has already loaded, the system would not be
notified of this and would start without notifying of bad zones.

* Create script to generate zones

* Minor formatting
