* Add specs for features package collection

Introduced comprehensive specification documents for the 'features package' subcommand, including requirements checklist, OpenAPI schema contracts, data model, implementation plan, quickstart guide, research rationale, main spec, and implementation tasks. These documents define packaging behavior for single features and collections, metadata contracts, error handling, and test coverage requirements.
