feat: add features plan command (#386)

* Add Close Spec Gap planning feature documentation

Introduces specification, data model, implementation plan, research, quickstart, contracts, requirements checklist, and tasks for the 'Close Spec Gap (Features Plan)' feature under specs/001-close-spec-gap/. Updates copilot-instructions to document active technologies and planning context for this feature.

* fix: update active technologies section by removing obsolete entries

* chore: migrate to devcontainer (preserve work)

* fix: improve error handling for OCI feature metadata fetching

* Add examples

* fix: update build and formatting commands to use quiet mode
