feat: implement feature publish parity (#388)

* docs(specs): add spec 003 features-publish-compliance and quality checklist

* Add spec compliance docs and contracts for features publish

Introduces documentation, OpenAPI contract, JSON schema, implementation plan, data model, quickstart, research, and task breakdown for the features publish compliance effort (spec 003). Updates the spec to clarify tag rules, output structure, and acceptance criteria. No code changes yet; these files guide and constrain future implementation.

- Updated `features_publish_output.rs` to include detailed schema compliance documentation and added a test for JSON serialization of skipped tags.
- Removed redundant test for skipped tags from `integration_features_publish.rs` to avoid duplication.
- Expanded quickstart documentation to include authentication methods and detailed JSON output schema.
- Updated tasks documentation to reflect completion of related tasks for CLI help and output schema stability.

* Update Copilot instructions to use quiet mode for build and formatting commands

* fix: align test expectation with actual validation error message (#389)

* Initial plan

* fix: update test to expect correct validation error message

The test was expecting "No features found to publish" but the actual
behavior validates metadata earlier and reports "Feature metadata
validation failed" for features with empty IDs. Updated test to expect
the correct, more accurate error message.
