feat(engine-core): ✨ Feat: Introduce development proxy context

Enable dedicated proxy support for the development client and server configuration.

Pass a proxy flag to the client build process.

Configure the clients static API base host to use the dedicated proxy port when in development proxy mode.

Dynamically update the servers proxy router to handle development API configurations, redirecting paths under /BASE_API and incorporating origins for CORS.

Add a comment to CommonJs.js for Array.from(new Set(arr)).
