refactor(config, tools): Error on unknown fields in tool configs (#287)

Removes the `allow_unknown_fields` attribute from `ToolConfig` and
`ToolParameterItemsConfig` to make tool configuration validation
stricter. This change ensures that invalid or mistyped configuration
fields are caught during tool configuration parsing, preventing silent
configuration errors.
