chore(tools): Make `new_string` parameter required in `fs_modify_file` (#288)

The `new_string` parameter in the `fs_modify_file` tool is now required
instead of optional. To delete content, pass an empty string instead of
omitting the parameter. This simplifies the API for LLMs.
