refactor: reorganize test files to mirror src/ structure

- Move CLI command tests to test/cli/commands/ mirroring src/cli/commands/
- Move utility tests to test/utils/ mirroring src/utils/
- Move cross-module security tests to test/security/
- Rename cli-new.test.ts to new-post.test.ts for consistency
- Update relative import paths for new test file locations
- Standardize all test files to use test() function (not it())
- Update CLAUDE.md with testing conventions and project structure

All 87 tests passing. Test file organization now perfectly mirrors source code structure.
