Fix gpg callbacks (#2681)

## Problem

During unattended installation with registration that included
PackageHub there is not properly initialized GPG callbacks, so user do
not see question to import GPG key.

## Solution

Move Pkg Callbacks initialization earlier, so it is ready when target is
initialized and registration is called.
