test: improve test coverage for provider package to 84.1%

add comprehensive tests for provider package including:
- google provider generate method tests covering error scenarios, edge cases, and response formats
- openai provider error handling tests for all error categorization logic (401, 429, timeout, context length)
- anthropic provider edge case tests for constructor and additional generate method scenarios

improved overall provider package coverage from 78.8% to 84.1%
