Add complete test coverage for all utility functions including:
- IsRunningOnCI environment detection
- Ptr generic pointer creation with various types
- DeepCopy JSON-based struct copying with edge cases
- NormalizeSKI string normalization and idempotency

Achieves 100% test coverage for the util package.
