Removed creation of the After install snapshot (#2515)

## Problem

SLE-16 is going to use SELinux. In current state the "after install"
created by Agama resp underlying yast client doesn't boot. See PED-11193
for details.

## Solution

Still relevant parts of the yast's snapshots_finish moved into the
SnapshotsStep
Creation of the "after install" snapshot was removed (do not call the
finisher's Write hook)

## Testing

1884 of 3404 branches covered (55.35%)

Branch coverage included in aggregate %.

5 of 5 new or added lines in 1 file covered. (100.0%)

23683 of 36262 relevant lines covered (65.31%)

47.11 hits per line
