Pylint adjustments (#2170)

### What kind of change does this PR introduce?

* Slight adjustments to the `.pylintrc.toml` file
* Adjust code base to satisfy `pylint`

Not really, no. 

### Other information:

There are three broad categories of `pylint` issues left to address:
- `FIXME` and `TODO` messages (variable effort)
- Class inheritance problems (subclasses not implementing parent
methods) (lower effort)
- Cyclical imports (higher effort)
