style(frontend): add Biome formatter (#5485)

### 💭 Notes

For JS/TS/JSON formatting:
- add and configure Biome
- disable overlapping eslint rules (via a script to auto-generate that)
- remove prettier

Along the way, upgraded eslint so that I can write the rule disabling
script for the new config syntax.

Organized npm scripts:
- add Biome format
- along the way structure so that can easily run all or single one as
needed

Notably not in scope but will come afterwards shortly in order:
1. https://github.com/kobotoolbox/kpi/pull/5498
2. ignore the commit above for git blames

### 👀 Preview steps

Checkout the code locally, reinstall the dependencies, then
- run `npx biome format --fix` and investigate the output
- in VSCode, open a random file and (re-)save it - it should auto-format
on save (unless you've toggled formatting off)
