Refactor approach for reconciling bitstreams and metadata (#105)

Why these changes are being introduced:
* Clarify concept of reconciling bitstreams and metadata
and remove opinionated logic from base Workflow class. For more
information, see issue #102.

How this addresses that need:
* Make 'Workflow.reconcile_bitstreams_and_metadata' an abstract method
* Create 'ReconcileError' exception
* Simplify reconcile methods for SimpleCSV
* Simplify reconcile CLI command
* Add unit tests demonstrating new reconcile approach
