- Treat Django-rendered HTML like frontend code, add self as co-owner
for files I'm familiar with
- Fix `/test/` — this folder is frontend, replaced with `/kpi/tests/`,
`/hub/tests/` in backend section
- **Infrastructure**: Add @p2edwards for `npm-test.yml`
