fixing the issue of select cast with invalid number of function argument (#3005)

Cache lookup was failing when we ran cast query with extensions like PgAudit enabled.
The issue was because the arguments were not passed correctly into the cast functions. Added the handling cases as per the number of arguments(nargs) passed via cast query.
