Added support for ansible 8 / ansible-core 2.15

Details:

* Added a tests/sanity/ignore-2.15.txt file.

* Resolved the new checks for consistency between module docs
  and module arguments spec in the code, where we had mismatches
  between None and empty dict for some input parms. Adjusted
  the code (which used {}) to the docs (which used None).

* Adjusted unit testcases to the changed defaults.

* Added importlib-resources to the dependencies in the minimum-constraints.txt
  file because Ansible 8 started using it.
