Performance improvements for zhmc_user module with state=facts

Details:

* The retrieval of the names of the password rule, user pattern, LDAP server
  definition objects can either be done with a List operation or with a
  Get Properties operation. Both are sub-second operations. The implementation
  continues to use the get property operation, for no particular reason other
  than it does not cause an extra operation in the expand case.

* The retrieval of the names of the user role objects has been changed to
  use the List operation, whereby its full_properties argument is set
  according to the expand parameter. This eliminated the multiple
  Get Properties operations in case of expand=false.

* The zhmc_user module with state=facts now returns the artificial name
  properties always consistent with the presence of the corresponding uri
  properties.
