Circumvented removal of Python 2.7 support in setup-python action

Details:

* Replaced use of setup-python action for Python 2.7 with use of
  a Docker container python:2.7.18-buster.

* Since that Docker container does not have "sudo", added logic
  to the os_setup.psh file install libffi-dev on Ubuntu only when
  sudo is available as a command.
