add foundation for counter metrics (#10889)

### Problem

Counters are a useful time-series metric in debugging software at scale. They record the number of times an interesting event occurs across many invocations of a particular code path. Given counters have the property that they are commutative and associative, they can be aggregated within runs and across runs to see trends in the behavior of a software system over time. Pants is no exception to the usefulness of time-series metrics.

### Solution

Add the ability to collect counter metrics. The initial example is counting local and remote execution requests and the number of cached and uncached Action Cache requests.

### Result

Added test demonstrating a counter is incremented and exported onto a workunit.
