Rewrite and restore `options_integration_test.py` (#11067)

We skipped the tests when deleting the `options` goal, even though there were some meaningful tests.

This restores the tests, but deletes irrelevant code and consolidates multiple edges into one single test for better performance. It modernizes to use `run_pants()`.

This also allows centralizes testing of `ignore_pants_warnings` into one place.

Finally, we delete a testproject and inline it using `setup_tmpdir`.
