Expand metrics package functionality (#342)

* return label IDs in each category

* plot different error classes

* relabel predictions to match metrics output

* two and three cell split/merge test functions

* test cases for each failure mode

* split up iou correction into two steps

* fixed corner case with two cells

* added options to test with similar sized cells

* Added docstring information and formatting
