--soft-excludes flag for resolve-ivy

We saw a few issues while using the Pants plugin for IntelliJ when someone tried to import a lot of targets where one of them excludes a jar another target is directly depending on. Added --soft-excludes flag which checkes if no target direclty depends on a particular excluded jar.

Added testprojects/src/java/com/pants/testproject/exclude/BUILD as an example.
