* VcfParser abstract class

This PR implements a generic VcfParser class and a derived class based
on Pyvcf.
This is a preparation for a second PR in which we add the support for
Nucleus based parser.

* Review comments

Based on comments here we added a new unit test and also changed on of
the existing ones. Also modified one the input VCF files to include an
empty line so that we make sure we have a test with an empty line.
