submission: catch SQLAlchemyError if exception processing data file

* Catch SQL exceptions when processing data files, e.g. table name greater than 64 characters.
* flask: @login_required needs to be specified *after* @blueprint.route to be applied.
* Update About page and footer to clarify role of IPPP Durham in further development.
* Add more detail to INSTALL.rst following experience with recent fresh install on CentOS 7.
