submission: fix record link, allow % in table names, more checks

* Fix a bug preventing display of record link on error page after a failed submission.
* Replace "%" symbol by "%25" in table name of /download/table/ links to fix "400 Bad Request" error.
* Check that "values" list length is consistent for each of the independent_variables and dependent_variables of the YAML data tables following upload of a submission.
* Check for presence of local files given as additional_resources following upload of a submission.
