alanjo/streaming clustering bounded indexing memory (#161)

* Require bounded indexing state for streaming clustering

Tighten the streaming clustering spec to forbid implementation-owned O(N) indexing memory or scratch storage and update the conformance API to stream batch events instead of pre-materializing pass inputs.

* Add true streaming directional PCA replay

Propagate the approved shared streaming-clustering readiness contract into the trait crate and its conformance fixtures.

Regenerate directional PCA around caller-visible replay passes backed by streaming PCA accumulation, restore policy-specific scoring/allocation/binning behavior, and add narrow duplicate-collapse recovery without dataset-sized implementation-owned state.

* Add spill-backed streaming indexer finalization

Update the streaming-indexer spec package and implementation to allow post-planning temporary local spill during same-order finalization. Persist leaves during replay, spill per terminal partition, then read back partition spill for bottom-up assembly.
