Add published indexing profile 0.2.0 (#116)

* Add published indexing profile 0.2.0

Document and implement streaming-indexer published profile 0.2.0 as a divisive directional-PCA profile while preserving the existing bottom-up final materialization flow.

Update the streaming-indexer spec package, runtime profile resolver, validation coverage, and README profile documentation so 0.1.0 and 0.2.0 remain explicitly selectable.

Force the 0.2.0 determinism fixture to execute directional-PCA planning instead of short-circuiting through terminal materialization, matching the intended review coverage.
