Commit Message

Kill the unused `JvmTarget.configurations` field.

A poll on the afternoon of 9/11/2015 in pantsbuild.slack.com#general
turned up no users of this field, and no objections to removing it
outright so this change does just that to further trim the pants API
exposure of ivy configurations.
