Commit Message

Add new console task ListOwners to determine the targets that own a source

ListOwners emits to the console the addresses of all targets
that have the given source. It relies on LazySourceMapper to search for source
owners performantly.

Added ability to test passthru args.

Testing Done:
Added unit tests for the new task.
