Fix: Include .library and manifest files as part of packaging  (#280)

* Fix the missing files as part of package

Npm packaging doesn't contain the .library . Which is needed by the ui5 builder.  This pr ensures that those files are added by default. Also change the spec version and use yaml.load since safeload is not available

* refactor: remove unecessary files
