--config-override made appendable, test added

--config-override made appendable, ./pants <goal> <target> --config-override=pants_config_1 --config-override=pants_config_2, later configs will override previous ones

Testing Done:
Unit test added to load two configs, overlapping fields will be overrid, and others remain.
Unit test added in TestOptions
