Added a step to publish RELEASE HISTORY back to the public website [DOC]

Added a step in the release process to publish docs to the public website as a part of
the release.sh script.

Testing Done:
Tested the doc publishing change locally with `build-support/bin/publish_docs.sh -p -y`
