Introduce Server V1 KeyManager Facade (#2273)

In addition to adding the V1 facade it:
- Adds v1 to the server catalog and deprecates v0
- Updates the generic keymanager unit test harness to assert that an
overwritten key cannot be used to sign data (supported by the
fingerprint added to the v1 interface).
- Converts the disk and memory plugins to v1.
- Provides tests for both the v1 and v0 facade.
- Cleans up some error message in the facades
- Fixes the v0 facade to detect and fail gracefully if signer opts are not
provided
