Clarify the RBCommons/pants-reviews setup step.

Previously there was no mention of the need to align RBCommons
email with pants-reviews; nor was there any mention of the
common @twitter.com send-on-behalf-of issues with RBCommons.
This change documents these gotchas all in one spot.
