Commit Message

Use BaseCompileIT to double-check missing dep failure and whitelist success.

Previously we were not confirming that a missing dep check fails stably, even when the compile is valid or has been loaded from the cache.

- Fix issue where the `do_test_compile` context manager was not being consumed.
