[pantsd] Watchman & StreamableWatchmanClient

- Add pants.pantsd.watchman.Watchman
- Add pants.pantsd.watchman_client.StreamableWatchmanClient, an optimized watchman client used by Watchman
- Minor supporting changes to ProcessManager
- Tests
