Update to sbt 0.13.9.

- Replace deprecated `AggressiveCompile.compile1` usage with `IC.incrementalCompile`
- Add workaround class to expose an `Analysis.empty` method that takes the nameHashing parameter

Unfortunately, I found out after these changes that neither Fedor's nor my fix made the 0.13.9 release. I started working to backport them here (and may post that later) but ran into other issues that I'm looking into. Meanwhile, it seemed worth it to get this in at least.
