Commit Message

Added test that failed HTTP responses do not raise exceptions in artifact cache

Followon to https://rbcommons.com/s/twitter/r/2624/ which adds a test for issue 1979, where failed result codes from the HTTP server caused a NonfatalArtifactException to escape from the artifact_cache logic and cause the build to fail.

Testing Done:
Manually removed the try/except block from artifact_cache.py and the newly added test fails with a NonfatalArtifactCache exception.
