Allow plaintext-reporter to be able to respect a task's --level and --colors options.

This is a re-re-spin of Jessica Rosenfield's submission at https://rbcommons.com/s/twitter/r/2580/. This time, it doesn't impact console output, but it re-uses the propagation of level information through workunts to allow us to adjust debug level / color settings on a per task basis.

Testing Done:
CI running at https://travis-ci.org/pantsbuild/pants/builds/75669928

Added integration tests.

Test manually with `./pants clean-all compile examples/src/java/org/pantsbuild/example:: --compile-java-level=debug` to see that debug stmts only come out in the compile step
