Commit Message

Default `-Dscala.usejavacp=true` for ScalaRepl.

Previously you could not use `./pants repl ...` out of the box - even
after adding a BUILD.tools `//:scala-repl` jar_library; with this
change we're one step closer to 0 config for the task.
