Resurrect the --[no-]lock global flag

Adds the ability to turn off acquiring the global lock

Testing Done:
Manually tested with

```
./pants compile examples/src/java::
```

in one window and

```
./pants compile examples/src/java:: --no-lock
```

in the other.  It bypasses the `Waiting for pants process ...` message (and promptly fails with cryptic errors)
