Somewhat better cluster management code.

* On a hard failure to connect to rabbit node Publisher tries to switch over
  to a different nodes. Also, it tries the entire cluster 2 times before
  entirely abandoing the request.
* Once a failure to publish a message is identified the execption is allowed
  to flow upwards. It is now apps responsibility to handle communication failures.
