PoolPublisher sharing

* Sharing the PoolPublisher leads to connection sharing which should in theory
  make everyone happy. Looks like this does manage to reduce the number of
  connections.
* Fancy way to implement a singleton really since I am not a huge fan of singletons
  anyway but you know they are necessary.
