WFE tests: simplify use of mock SAs (#5239)

This change deletes the (used, but not useful)
`mockSANoSuchRegistration` from the wfe2 tests, and updates all
places where the wfe tests create a mock SA to take the existing
mock SA as input instead of building another one from scratch from
the fakeclock.
