Upgrade psutil to 3.1.1

- Follow-up for requested psutil upgrade from 1.1.3 -> 3.1.1 (latest)
- Port usage to new version style (notably, psutil.Process properties are now methods) & make ProcessManager property access less ~magical.
- Test cleanup + a couple TODOs while in there.
- Tack-on: drop usage of os.umask() in ProcessManager & related test changes - noticed this was causing some files to be written with different file access permissions depending if they're written pre/post daemonization and is likely wholly unnecessary for our case.
- Drop unused import of psutil in reporting_server.py/BUILD.
